One thing many are not aware of is that resistances in Skyrim can go to negatives (yes that includes damage resistance as armor can go to negative also), so if you run into someone not resistant to frost and get within 25 feet for Winter's Majesty later on that's just a plain 50 % damage increase. Well since Elemental Specialization is really the main thing that locks you to an element there's nothing keeping you from tossing the occasional fire and shock spell on lower levels. Shock other than the Static Field perk (which is good enough you might want to pick it up regardless and lead with chain lighting spells to soften your targets) doesn't on average do as much damage as the other two, but has some more CC, and there's extremely few enemies in the game even with most mods included that are resistant to shock (storm atronachs and lighting subtype dragons would largely be the only ones, though some overhauls change automaton frost resistance to shock instead). Focusing on fire alone isn't recommended if you intend on doing Solstheim or any mod with a lot of daedra, nor if you need corpses for necromancy spells. For me the solution is to go for Frost if so, because Frost already expects to run into a lot of resistants unlike the other two, and is packed with abilties to utterly destroy those resistances, meaning it's pretty much always going to be something you can rely on. If you go all out on elements they do become more powerful, but you are at a disadvantage if you run into resistant foes.
